What to Do If Your Spouse on a 482 Visa Won’t Be Nominated for PR?

We are seeking insights regarding Australian visa options for someone currently on a sponsored visa. Despite reaching out to several migration agents, we have encountered confusion regarding his situation.
There’s a possibility that his employer may eventually nominate him for Permanent Residency (PR), but we are uncertain about this outcome.
He has been employed with his current company for approximately 2.5 years on a sponsored visa and is considering transitioning to a new employer due to an increasing workload.
Since the introduction of new visa regulations, he has requested a nomination multiple times—around two or three times—only to receive inconsistent responses each time.
Most recently, his employer scribbled a date on a note, indicating when they might consider nominating him. This gives the impression that they are not genuinely interested in pursuing his nomination, which prompts us to explore other options.
He has over four years of experience in his occupation in Australia and additional relevant overseas experience. He is presently awaiting a positive skilled assessment, which should arrive shortly and will provide us with more clarity on the next steps.
In total, he boasts roughly 5-6 years of experience in his field as a mechanical fitter, which is classified as a high-demand occupation in Australia.
One visa agent suggested looking into the Subclass 189 (Skilled Independent Visa) and Subclass 190 (Skilled Nominated Visa). However, these options would still require him to remain with his current employer during the lengthy processing time, which can exceed 18 months.
This leads us to ask: ARE THERE ALTERNATIVE PATHWAYS AVAILABLE?
If he switches employers, can he transfer his accumulated work experience on a sponsored visa to a new company? Are there any potential pitfalls or important details we should be aware of in this process?
