With a score of 65, you may have better chances under the Subclass 190 (State Nominated Visa) or Subclass 491 (Regional Nominated Visa) rather than the 189 visa.

To answer your question:

If you are applying under Subclass 190, this is a permanent residency (PR) visa. Once granted, you’ll arrive in Australia as a permanent resident.

If you are applying under Subclass 491, this is a temporary visa valid for 5 years, but it offers a pathway to PR after 3 years if you meet income and residency requirements.

So yes, if your application is for Subclass 190, there is no need to apply for PR separately later. You’ll hold permanent residency from day one.
