The Numbers Behind the Backlog
The onshore student visa refusal backlog at the Administrative Review Tribunal (A.R.T.) has grown rapidly. In just two months, it jumped from 29,508 to a staggering 34,470 cases. That’s a massive spike.
Before COVID-19 disrupted the world, this backlog sat below 10,000 and was fairly stable. Now, it’s a different story. The A.R.T. is staring down a mountain of cases that might not clear until late 2025 or even later.
A Tribunal Under Pressure
With over 100,000 students caught up in the system and a refusal rate hovering around 75 per cent—often based on subjective criteria, it’s no surprise the A.R.T. is overwhelmed.
The tribunal is stretched to its limits, and Ministers are likely feeling the pressure as they attempt to sort through the growing mess.
Policy Changes Unlikely to Help Quickly
While policy changes may be introduced in November 2025, they won’t help those who have already lodged their applications. Plus, even if new staff are brought in, it will take months to train them and start seeing real results.

More Than Just Student Visas
It’s not just student visa refusals on the rise. Appeals against temporary graduate visa refusals have also surged, and student visa cancellations are increasing steadily.
The overall migration backlog at the A.R.T. could reach close to 100,000 by the end of 2025. That’s a serious concern, and it feels like a never-ending game of Jenga where no one wants to make the wrong move.
What’s Next?
This wave of visa applications has had a ripple effect across the entire migration system. The government will need to act fast and find a solution before the next federal election in 2028.
